Are there fees?

Yes. Card issuance requires full KYC (identity document + selfie) plus address proof in most jurisdictions.
Virtual vs. physical?
Virtual cards are issued after KYC and can be used as soon as activation is confirmed. Physical cards ship after issuance is enabled in your country.
